[RP TownTalk] Memorial Day observance

Well... as one who forgot about it on the day of this year and attended last
year... a little search in my email shows that last year there were 2
announcements in advance on TownTalk -- and none this year.

I also see that TownAnnounce made no mention of the Memorial Day ceremony.

Not that it should be so hard for us to put two and two together -- MEMORIAL
DAY = MEMORIAL DAY CEREMONY @Natoli Place -- there's nothing like timely
notices and reminders to not only get the word out, but keep it in the front
of people's minds.
