[RP TownTalk] Candidates info on the Wiki

I've added a table for each office (mayoral and 6 council seats) where
all candidates names and links to their candidate's page can be added.

The idea is each candidate could either add a link to their own
(off-Wiki) page there and/or create a subpage for themselves on the
Wiki and add a link to that page.

I'm happy to help any candidate with this - hit me off list.

If we have any contested races, we could, if there is interest,
organize a virtual debate on the Wiki as well.
