[RP TownTalk] More mandatory water restrictions

Sorry to be the bearer of bad tidings, but WSSC has imposed mandatory water
restrictions for all of Prince George's and Montgomery Counties.

As with the previous restrictions (the broken water main in Potomac), water
use should be limited to essential use only.

Thanks to Dwight Holmes for tipping me off that restrictions were in effect
(though he didn't know any details).
