[RP TownTalk] question

I just came by the Field of Dreams and I saw a truck and some people (not a 
 town truck) installing very tall pipes along the area next to the road and 
along  the backstop that is there.  Does anyone know anything about this?  
I  have not seen anything on the list, not have I seen anything in the town 
crier  about improvements to the field.
