[RP TownTalk] University of Maryland shuttle reply

The update on this is that the Town of RP is pursuing a request to have
similar shuttle privileges as were negotiated for College Park. It will take
a little while to get into place because it actually requires state
legislation, which we don't anticipate being a problem.  College Park pays a
fee to UMD based on ridership estimates. We haven't gotten to that point
yet, but the cost to CP was pretty modest.
