Lou,
 the last time I checked Riverdale Park was still part of the United States of 
America in the state of Maryland.
That means we are governed by the Constitution and by the laws of a democracy.

What difference in the outcome would more voters have made in, as I 
remember, an uncontested elections?
Why do you think more voters would show up for a trumped up referendum? 
Although historically those against something usually do have a higher 
turnout. It is easier to be emotional about "throw the bums out!" then 
"I like things the way they are."

Sounds to me like you think this is California where a handful of people 
can get anything on the ballot; look how that has turned out for them.

Check your civics class for the definition/functioning of a 
representative government. This is not Classical Greece, we don't issues 
stones to every citizen every time a question comes up. We have elected 
representatives, with checks and balances being provided by the three 
branches of our form of government.

and I thought I didn't need my meds anymore.
