I recall only too well when Queens Chapel Road was closed to through traffic. It was in the late 1980s. The road was turned over to the Town of UP by the State (until then it was a State route) which gave UP the autonomy to declare it closed and dedicate it to internal traffic only. I was about as upset at their selfishness then (steamed is another word for it) as I am sure you are today. There was nothing that could be done about it as it was their right to take this action. Yes, Glendenning did live there then -- however, while he has moved on, Sen. Paul Pinsky lives there now. Perhaps a well organized effort could be made to approach Senator Pinsky and solicit his support in having the town government reverse their decision and open the road to help ease the "bad getting worse" traffic that you all experience each day. Back ten years ago, I have been in University Park at the northern most end of Queens Chapel and looked south -- Queens Chapel Road was completely empty of moving traffic -- a few cars parked at the curb and a few people walking along the sidewalk. I expect it is the same today.

While opening it to traffic will not solve your multiple problems, it would give a little ease to the pain.

Also, there have been numerous studies of the gridlock at Queensbury and Route 1. One proposal made years ago was to paint a square from curb to curb to curb dedicating it as a "do not enter unless moving along" zone with significant fines. I don't recall right now whether the State nixed that proposal -- apparently that system is used in some sections of cities in the northeast and does help -- it would be worth reopening the subject, but just putting up more signs won't help -- they've been there forever and are totally ignored.
