[RP TownTalk] loose dog sighting

Hi just saw a black dog, maybe about 50/55 lbs with a red halter and
dragging leash at the corner of 49th and Somerset.  I ran outside and
whistled for him/her but the dog took off so fast I lost track but I think
he disappeared down towards Sheridan.
