As my good friend and neighbor Herr Farrington pointed out, the PPS was
voted on Saturday, the DSP will potentially be voted on or at least
discussed on Sunday.

The M-U-TC committee voted to approve both the PPS and DSP with conditions.

Generally, the parties who have a 'say' in the PPS are the M-U-TC committee,
the municipality where the land is located (town of Riverdale Park), and the
Planning Board (M-N-C-PPC). Appeals of the Planning Board decisions go
directly to the Circuit Court (not County Council sitting as the District
Council). The process flowchart may be found here:

For the DSP, it was reviewed by the M-U-TC committee that transfers its
referral to the Town Council and the Planning Board, the Town Council and
Mayor will take vote on a position and transfer that to the Planning Board
and District Council. The Planning Board takes a vote (potentially on
5/23), after 30 days the District Council can take up the matter for final
say. The process flowchart may be found here:

If anyone has been reading the Patch today, there was many postings on the
fact that UP voted against the PPS. While I disagree with their vote on a
factual level, especially in light of the fact that the County Council just
approved a Special Tax District for the property, thus establishing a clear
funding mechanism, it is certainly their right to do so. That being said,
it is instructive to note that the legal impact to the PPS is de minimis -
since the land is not in their municipal borders it does not trigger any
special consideration.
