I suggest you start a parents petition for there to be Hyattsvile police presence there for the hour after schools.  Under the circumstances it is a reasonable request. 

 I suggest keeping the wording of such a petition  ask a polite request. If they don't respond then you can start notching it up.  

The only power you have in this situation is the number of parents you can get to sign.  Include option for people to give email address on the petition.
