I understand exactly what you are saying. 
It starts at home.  Then in the school. I don't think there is an "easy" fix to this.  But, maybe if some steps were taken at the school, it could be a beginning.....
I don't get a good feeling about Hyattsville Middle...no feeling like they are part of the community, like the kids take pride in themselves and the community.  I have talked to several people: teachers, administrators, police officers, parents of the students....I have not really heard any positive comments about the school as a whole (there were a very few positive comments about the Performing Arts Program and those were not that enthusiastic) and that is sad.  I have been told numerous times, "if you send your son there, make sure he is in the CPA program".  Ok, what about the whole school?  The kids in the CPA program are not completely separate.  They still have classes/lunch with all the other kids. The kids should feel happy and safe in the school, not just if they are semi secluded in that program.

Police presence might stop the fighting at that location but the kids involved will just move to another location.  Their parents might even be teaching them to fight.  These issues are family and community issues, we should be offering recreation programs that suit their needs, jobs that pay more than minimum wage for their parents, not paying more cops to give these kids records and create career criminal activity.
