[RP TownTalk] Train horns

I do not agree with the horns stopping..  yes they are annoying, I used to
live directly across from that intersection for a few years and
understand.  however, that intersection is still one of the most dangerous
intersections with pedestrians crossing when they shouldn't and just last
Thursday yet another motorist got his car jacked up on the tracks.  train
horns signal a train coming for a reason.
