[RP TownTalk] How to report a Railroad Quiet Zone Infraction

Thanks for providing that information. My understanding is that sounding
the horn is at the discretion of the train operator. Given that every year
people are hit and killed on the tracks sometimes quite near the Riverdale
station, I am fine with the operator using the horn as he or she sees fit.
