[RP TownTalk] the legislative process

In an offlist discussion, I realized that members of the public may not
realize that there are two separate meetings which have the word
"Legislative" in them.

We have "Legislative Meetings" once a month which involve the entire town
council and Mayor and where legislation is proposed (read), amended, and
voted on.

There's a separate Legislative Committee, which is where people talk about
ideas they have and think about how to create legislation to bring before
the entire council. The way the public and council members propose and
think through new ideas regarding legislation is to bring them before the
Legislative Committee so they can hash it out in committee. Only once the
committee has had a chance to weigh in on the issues do they bring it
before the full council/mayor.

At the moment, the legislation that Councilwoman Dixon is drafting
(emphasis on drafting!) is an idea that she and other members of the
Legislative Committee (David Lingua and Jose Silva) are debating. Now is a
great time to work with them to help them determine the appropriate form
for the proposed legislation - during the regular Legislative Committee
meetings, which are announced on TownTalk and TownAnnounce.
