[RP TownTalk] Trolley trail

The Trolley trail is "open".  Just walk around the fence like everyone else.  I've been through a number of times as has numerous hikers and bikers.  It's pretty obvious if one uses the trail.  

Not sure what the fuss is all about with the fence, lights, etc.  It wasn't a problem.  Now it is.
