Just for completeness, here is the entire thread to the legislative committee to and from me.
You will find no reference to privacy presumed or asked.
Councilperson Dixon,
thank you for your responses and for keeping your word on your offer to explain and respond if I contacted you.
I find the responses less than satisfying, and disappointing, I had expectations of a more fulsome exchange, but it is what it is.
All the best to you to,
bob smith

Mr. Smith,
As you are aware, our website isn't as updated as we would like it to be. Nevertheless, if you would like the minutes, I'm sure you can obtain them from Town Hall. You can also attend next week's legislative meeting in which I will be happy to answer these questions verbally on the record. If none of these options work for you, I will provide you written answers to your questions in 1-2 weeks. In the interim, the legislation will not be delayed.
Best
Marsha

Council, Manager,
There are no legislative committee or session meeting minutes for 2018 posted on the website.
There are problems with the search feature of the site.
This would impede my ability to find the answers to my questions, which Councilmember Dixon offered to provide at the work session if I contacted the committee.
Councilperson Dixon,
Again, I respectfully request the legislation be withdrawn from the agenda until such time as you can provide the service you said you would provide to the Town and the ward at the work session.
Respectfully,
Bob Smith

Mr. Smith,
Please understand that the council position is a part time position and I, like other council members have full time jobs. Unfortunately, this legislation will not be stalled in order to provide you with written responses to these questions. I believe that some of the answers to your questions can be found in the minutes from the meetings held by the legislative committee. I've copied our town manager to this email. If you would like to review the minutes, then feel free to reach out to him or the town clerk.
Best,
Marsha

Councilperson Dixon,
All due respect, based on you timeline, I request that the legislative committee withdraw or remove from the town agenda the legislation submitted and set for first vote on 2 April to give sufficient time for the answers to the questions to be understood and digested.

Council Person Dixon,
Since you seem to have taken the lead in this proposed legislation, I am
addressing my questions to you but including the other members of the
legislative committee and the mayor for continuity. You stated you
would be willing to take my questions and engage in dialogue on this
matter. I reserve the right to ask follow up questions based on
additional concerns that arise from your responses and other emerging data.
Can you please explain to me the reasons for the apparent rush to change
the charter?
While I understand the process for proposing legislation as provided in
the charter, I am concerned that meeting the MINIMAL standard for the
process has been complied with but seems to me to be insufficient for a
change proposal of this magnitude. I believe that it would be more
appropriate to have a well publicized set of hearings on the proposal
with all of the details fleshed out fully before introducing the
proposed legislation. That would include multiple hearings with front
page town crier announcements of hearings, Posted public notices, and
fully detailed information on the proposed legislation and
implementation details.
I have a number of questions about section 501
Can you explain to me in detail exactly how 501.a.1 and 501.a.3 will
be verified?
Can you provide a cost estimate for those two sections?
Can you please explain to me the rational for lowering the age of
enfranchisement?
Can you please explain the inconsistency in 501.a.6? The wording of
the second sentence is in direct conflict with last sentence in that
section without qualifying language.
Can you please explain to me why section 502 is not changed? There is
no restrictions or requirements on who the mayor and council can select
as judges and clerks.
Can you please explain to me in detail, how the section 503 will be
accomplished and paid for?
While I understand the intent of the separate listing, I am concerned
that this involves additional work, and potentially serious issues of
list handling and maintenance of the list.
Specifically, Can you please explain to me in detail, exactly how
section 503.b will be accomplished and paid for?
Can you please explain to me why there are process inconsistencies in
sections 503.c and 503.d?
Can you please explain to me the rational and detailed reasons for
changing section 5.11?
Thank you
