And I don't believe  anyone has suggested that existing fences or hedges 
should be removed/replaced.  The last version of the proposal I read 
included a "grandfather" clause in both the fence section and the hedge 
section. In this regard no one, that I know of, is suggesting a change 
from what you experienced; maintain it, repair it. Replacing it is an 
other issue.
