[RP TownTalk] Fence and Hedge Meetings

The Fence Meeting - more coming.
The next meeting to discuss fence and hedges will be this week,
Thursday Oct 26 at 8 pm in Town Hall.
We will continue discussing fences and will begin discussing hedges.
To have your wishes known - come and speak at the meeting.
Let me clarify: in both the old existing fence code and in the proposed
new fence code: existing chain link fence may continue to exist,
but new chain link fences in the front yard are not allowed (You
can repair but not replace an exiting front yard chain link fence.)
Below is a summary of changes discussed at the last meeting.
These changes are to the proposed fence code that was printed in
the October 2006 Town Crier. None of this is final until the council
officially votes on it at a legislative session.
66-2.Drop the part of the paragraph that talks about why an
exemption might be granted.
66-3 Do not require a permit for building any fence less than or
equal to 4 feet high (including 4' high privacy fences or walls).
66-4 Replace the fence setback rules with "No fence shall be built
on the public right of way."
66-8 Change the maximum height for side yard fences to 4 feet.
(At the last meeting, two people spoke strongly against tall side yard
fences and no one spoke in favor of allowing them. This, like all items
listed here, may still change.)
66-25 Drop (b) thru (e) that deal with allowing for an extension of time
to correct violations, allowing for appeals, allowing the town to correct
the problem and to charge the owner for the work.
66-26 Change the penalty back to the $100 per day that was in the old
code (instead of the proposed $100 every 30 days).
Other items were discussed but have not yet been formulated, like
* requiring notice to neighbors for any exemption requests,
* requiring applications for exemptions to be received at least a week
prior to a legislative session in order to be considered at that session,
* requiring exemptions for tall fences on corner lots,
* add a definition for retaining walls.
Again, none of the above is set in concrete and may still change.
