[RP TownTalk] sidewalk problems

Sorry, I wasn't trying to start any arguements re. the
condition of local sidewalks - I was just wondering if
anyone besides myself had noticed the deteriorating
cobblestones.  I realize there's such a thing as a
budget, planning, etc., and these problems can't be
fixed overnight.
