If it happens again:
Option 1:
Write down the tag number, if you can make it out, and call it into the PG  
County police. (You could call Riverdale but this guy will be out of the  
jurisdiction before they could get to him). Indecent exposure and  Public indecency 
is a misdemeanor, in this county. 
Option 2: Well, there really is no decent option 2.
