Excellent summary from Mr. Mayor.  Thanks so much!!  His approach shows 
a way forward if we will take it.  His point about the 3-story MUTC 
requirement not having been tested for its fit to market realities is 
useful.

As we build new density that will provide customers to the town center 
and new life to our community, dealing with cut-through traffic will 
make space for locally-originated traffic. There are standard 
prescriptions for discouraging cut through traffic, so what we need is 
the will to apply the medicine.
