[RP TownTalk] Guardrails on 410

I hav seen several posts regarding the guardrails on MD410. I believe  
the guardrails are required by state law when the ground slopes away  
from the road for safety reasons. As far as painting them, that would  
need to be cleared through the State Roads Department. Since thhose  
guardrails are made out of galvanized steel I am not sure paint would  
adhere to those surfaces for any length of time.
