This old coot doesn't always do any research before running my mouth but 
I noticed in Sarah's post of Riverdale Park Laws, Par 42-1 that 
"provided, however, that this requirement shall not apply to activities 
conducted on behalf of the Riverdale Fire Department, Inc., or for 
exclusively religious, charitable, or educational purposes."

Seems that the Fire Department is excluded by name and as written your 
downtrodden priests is also excluded.  Those with better memories help 
me here but was it last year (or the year before) that the "kids" from 
UMCP were out in force in support of some charity? Which may be part of 
the problem. How do you tell the difference between a "religious, 
charitable, or educational purposes." and other more crass endeavors?  
There is an old comedian stick about a guy soliciting for the HFFHB.  
When ask, he said it was the "Hamburgers  Fund For Homeless Blacks - 
That's me". How do you tell the difference?

doing any research of my own, where does that come from? *Absence of 
results does not mean absence of effort.*

I know, I know. I tried to convince one of my ex-wived of that too with 
no results. But that doesn't mean I didn't try! The wheels of the law 
don't necessarily move slowly, but there are lots of steps and it takes 
time.  The vagaries of the law were designed to protect our civil 
liberties.  So lets not get our shorts in a twist when those same laws 
are protecting the rights of people with front yards.

 >From my attic window I notice that there are not that many flower 
"vendors" in town. Anyway how do you give a ticket, with meaning, to 
someone that doesn't have an address or ID?  Given a ticket they have 
what, 2 weeks/30 days, to pay the fine. Where do you go to follow up 
when John Doe doesn't pay the fine? He doesn't have a name what makes 
you think he has a real address? I haven't been taking my meds so I 
can't figure it out.  But I know this conservative doesn't want to live 
in a town like our VA "neighbors".  Not sure that is the type of buzz 
the town needs.

Boy I leave you all alone for a while without a adult supervision and 
you yank the old coot's chain by sending TT email directly to him. (I am 
available to show you how to use your computer). I gave you Code 
Enforcement's phone number but I see no evidence that anyone called and 
is reporting back any more facts that the old coot has. Sarah did quote 
the law, but no one paid any attention.

Off to town meeting to collect information, first hand. Now don't bother 
the coot till I get back.(please)
