I had a creative idea that might help in the short term with your mail.  What if , for the time being, until everything is straightened out,  you have your mail "held" at the postoffice.  Fill out a "hold mail" form, like you would if you were going on vacation, then check the box that says you will pick it up yourself at the postoffice at the end of the time.  Maybe do this for a week at a time and keep "re-holding".  That way if the problem is in the delivery, you can circumvent that.  It's unusual but it might work....
