Give Colleen at Code Enforcement a call: 301-356-8189.

There are some dumb (but necessary to protect individual rights) time 
delays involved.

After the "trash" appears there is a delay to give the person time to 
clean it up.
After it is tagged there is a delay to give the property owner time to 
get it cleaned up before the town charges them $75/hr (?) to do it.

In cases like yours there is (hopefully) some effort to work with your 
neighbor and the bank before the town picks-up the personal property and 
takes it to the dump.
