The window fell out. The earthquake and the storm helped. the sill holding the glass in place had rotted away.

I believe it is usually the owner. That said, the terms of the lease
may obligate the tenant to do the repairs.
The first step, however, is for the town's code office to work with
the tenant/owner to determine who is responsible. The next step is to
insure that the fixes happen in a timely fashion.
Anyone in Ward 1 who wants to contact their councilperson (Jonathan
Ebbeler jebbeler at riverdaleparkmd.gov) or mayor (Vernon Archer
varcher at riverdaleparkmd.gov) directly could probably get an accurate
answer - here, we are only speculating.

appears that the town's website is down.
