Sorry you are going through this. I don't know if this followup to your 
email will help you in this case.
Thanks to my mother in law, many decades ago, I learned a while back 
that email to the town or any other organization sometimes is more 
effective than a call, and then if needed letter, maybe even registered 
letter, or attorney letter sometimes is more effective than calling.
