In listening to homeowners over the yrs
talk about trash - I think if the town just
paid the money to do all the trash and 
beautification - that would send a poor
message to the homeowners.  Because
it is everybody responsibility to take 
pride in their town - working together
as a team.  If Code Enforcement 
enforced homeowners to pick up even
tho they did not throw it is one way
to get the homeowner to be responsible
and if you put a Beautfication Tax on 
our taxes even though a lot may be upset
over it BUT this then says WE ARE ALL
responsible and if you dont take that
responsibility, then YOU have to help
pay for it.  Rereading this I think I am
upset over the trash also for 50 plus
years.  (smile)
