Thanks to all who responded.  As I'd said, I've only seen the dog once; really a shame, poor dog.  I've sent an email to the building owner, asking if he knows of anyone with a dog of that description.  In a way I hate to think of the dog being picked up by animal control, as it will more than likely be put down; but one has to wonder if that isn't more merciful in the long run than starving to death or being hit by a car.
