[RP TownTalk] Council/Manager Form of Government Charter Amendment

Greetings,

After several rounds with the Town Attorney, the Council/Manager Form of
Government Charter Amendment is ready for introduction.  You can read it at

I believe there is one outstanding question from TownTalk, which I'll try
to answer tomorrow.

Just to remind you, this will be _introduced_ on Monday, but will be
enacted no earlier than the April legislative meeting (and amendments are
allowed at that meeting, so it is far from set it stone).
