[RP TownTalk] loud dogs in the am

Hi All,

My neighbor puts their dogs out early in the morning and then lets them bark
excessively, waking up everyone in my house (anywhere from 5 am - 8 am).
They are too close to our house and too loud to drown out the noise or be
able to sleep.  If anyone has dealt with a similar problem and has some
advise as to how to handle it, I would really appreciate it.

(already tried noise-sensing anti-bark product, doesn't seem to help)
